This is an urban complex on three hectares of land in the center of Takasaki City, formerly occupied by Takasaki Castle and enclosed by a moat and trees. It is a three-phase plan which began with construction of the exhibition room and performance hall facility Takasaki City Gallery (phase 1). Government office buildings (phase II) and a public library (phase III) will follow, as the complex grows to accommodate a projected population of 300,000. The various facilities are linked by a plaza and an aerial walkway, designed around a theme of natural elements: water, greenery, light and wind.
