In the Plan's balanced urban ecology, business, commercial and residential life come together, further linked with the leisure, cultural and entertainment opportunities at Kinshi Park. Seeking to redevelop an expansive former manufacturing area into a town rich in urban amenities, the Development Plan envisions converting the land from industrial to commercial use, a more intensive land utilization. Realizing this multifunctional integrated complex encompassing the entire Kinshicho area was a planning feat that required a long series of negotiations between planners and the relevant government agencies.
